Employer Eligibility

To be eligible for funding reimbursement under our current contract, employers have to:
  • Be subject to the Unemployment Insurance (UI) tax and the Employment Training Tax
  • Have one or more full-time employees (working a minimum of 35 hours per week)
  • Have a NAICS code that ETP deems as an industry facing out-of-state competition (OSC). Some exceptions may be made for “ag-adjacent” companies, subject to review.

What is ETP?

The ETP is a business and labor supported state agency that assists employers by providing funds to off-set the costs of job skills training necessary to maintain high-performance workplaces.
The ETP program is entirely funded by the Employment Training Tax paid by California employers and collected alongside the Unemployment Insurance (UI) tax. The program is performance-based, providing funds for trainees who successfully complete training and are retained in well-paying jobs for a specific period of time.

Partner with COS Training Resource Center

Are you interested in receiving training for your employees at almost no cost to you? Do you have internal Subject Matter Experts who you would like to utilize to provide training to your employees?
Partner with the COS Training Resource Center as your source for ETP funded training. We can provide training to your employees or manage your internal training program, using ETP funds!

Employer Commitment

Employers must be willing to adhere to the following commitment:
  • Employer is committed to employees attending class and completing all the training.
  • Employees must remain employed 90 days after all training is completed
  • Employer pays their employees a certain minimum wage at the completion of the 90 day retention period. The current minimum wage in Tulare-Kings counties is $17. Employer paid health benefits can be included in the calculation of the minimum wage.
  • Employer pays employee’s wages while employees attend training
Established in 1982, the Employment Training Panel (ETP) has proven itself for 30 years as the state’s premier program supporting job creation and retention, through training. ETP is funded by a special tax on California employers and differs from other workforce development organizations whose emphasis is on pre-employment training. ETP fulfills its mission by reimbursing the cost of employer-driven training for incumbent workers and funding the type of training needed by unemployed workers to re-enter the workforce. Overall, the ETP program helps to ensure that California businesses will have the skilled workers they need to remain competitive.
Employers must be able to effectively train workers in response to changing business and industry needs. While the need for workforce training is critical, businesses generally reserve capacity building dollars for highly technical and professional occupations – limiting investment in training for frontline workers who produce goods and deliver services. ETP helps to fill this gap by funding training that is targeted to the frontline workers.
